How much will it cost to employ a foreigner?

The Government has approved a decree on regulation on the procedure for attracting and using labor.

It states that foreign citizens carry out their labor activities on the territory of Uzbekistan upon confirmation. To attract foreign labor employers should apply for annual permit at the state service centers by order basis or register either on the Unified portal of interactive state services or on-line platform for obtaining permission to attract foreign labor.   

To employ a foreigner a company should get through a two-faze process. First to  obtain a permission to attract foreign labor and second to confirm the data of foreign specialists that are eager to work in Uzbekistan.

In both cases the employer appeals to state service centers by order basis or registers on the Unified portal of interactive state services or on-line platform for obtaining permission to attract foreign labor.

 For online application a copy of the employer's passport is attached to the application and certified by an electronic digital signature.

For consideration of the application, a fee in the amount of one minimum wage (202,730 soums) is charged.

 Application for a permit to attract foreign labor is sent to the Agency for External Labor Migration. The Agency, within 5 working days, makes a decision on issuing a permit and notifies the employer accordingly.

In case of positive decision the employer pays the fee in the amount of  50 minimum wages (10 million 130 thousand 500 soums).

Within one working day after payment the agency issues a permit and sends it to the employer.

To confirm the employment of certain specialists, employer should once again apply via the same platform. This time the application contains all general data of the future foreign worker. The time frame for confirmation is set for 15 working days. 

This time the papers are considered both by the the Agency for External Labor Migration and the territorial labor authority. The latter gives an opinion on the expediency or inexpediency of attracting foreign citizens. Based on this opinion the Agency makes a decision on issuing or refusing to issue a confirmation.

For positive response the employer pays the following fee: two minimum wages (405 thousand 460 soums) for compatriots, highly qualified and qualified specialists, teachers and specialists attracted to work in Presidential schools and higher educational institutions, and thirty minimum wages (6 million 81 thousand soums) for other foreign citizens.
